Sign the Cluster Bomb Treaty.The Cluster Munition Coalition (CMC) was established in November 2003 and is an international coalition of non-governmental organisations campaigning for an international treaty that will ban cluster munitions and provide assistance to affected communities. The CMC is supporting the initiative known as the Oslo Process. Landmine Action has been a member of the steering committee of the CMC since it was first established in 2003. Our national campaigning on cluster munitions feeds directly into our international work as a member of the CMC. On Friday 30 May 111 Governments participating in the Dublin Diplomatic Conference on Cluster Munitions formally adopted the text of a new Convention banning these weapons. This text is the result of 16 months hard work driven by a core group of states, UN agencies and the CMC as part of the Oslo Process. Dublin to Oslo: From adoption to entry into forceThe Convention will be open for signature on 3 December 2008 in Oslo and will enter into force 6 months after the 30th country has ratified it. Governments that are in a position to do so are able to deposit their instruments for ratification at the signing ceremony in December. The Cluster Munition Coalition is calling on all governments to sign the treaty in Oslo in December and to ratify the treaty as soon as possible to ensure that the treaty enters into force quickly. According to international law (Article 17 of the Vienna Convention), all signatories should consider themselves bound by the object and purpose of the Convention on Cluster Munitions. The UK has already announced the withdrawal of all its cluster munitions from service and stated on parliamentary record that it intends to sign the treaty in December in Oslo. They now need to focus on implementing national legislation prohibiting cluster bombs to enable them to ratify the treaty as quickly as possible. The People’s TreatyOn the 30 May 2008, the last day of the conference in Dublin, the CMC launched the People’s Treaty. This is a worldwide petition to make sure that as many states as possible sign the new treaty in Oslo this December. Anyone can sign the People's Treaty and everyone should. All signatures count!
