M85: An analysis of reliability

28 January 2008 | Related documentRelated document

This report by Colin King Associates Ltd, The Norwegian Defence Research Establishment and Norwegian People's Aid (NPA) presents a detailed analysis of M85 submunition performance in Lebanon. It also provides a detailed analysis of the shortcomings of current munition testing as a basis for predicting civilian risk.

The UK is amongst a number of governments that have maintained that M85 submunitions should be excluded from a cluster munition prohibition because they will not cause substantial post-conflict contamination. This report shows that this position is untenable.

Using documents released under the UK Freedom of Information Act over several years, it outlines the internal deliberations within government and Whitehall about Iraqi deaths. It concludes that the effort was fundamentally inadequate.
